Ibelieveitisbecauseoursecuritystrategieshavenotyetcaughtupwiththeriskswearefacing.Theglobalizationthathaweptawaythebarrierstothemovementofgoods,ideasandpeoplehasalsosweptwithitbarriersthatconfinedandlocalizedsecuritythreats.ArecentUnitedNatioHigh-LevelPanelidentifiedfivecategoriesofthreatsthatweface:
1.Poverty,InfectiousDisease,andEnvironmentalDegradatio
2.ArmedConflict?bothwithinandamongstate
3.OrganizedCrime;
4.Terrorism;and
5.WeapoofMaDestruction.Theseareall'threatswithoutborders'?wheretraditionalnotioofnationalsecurityhavebecomeoolete.Wecaotreondtothesethreatsbybuildingmorewalls,developingbiggerweapo,ordiatchingmoretroo.Quitetothecontrary.Bytheirverynature,thesesecuritythreatsrequireprimarilymultinationalcooperation.Butwhatismoreimportantisthatthesearenotseparateordistinctthreats.Whenwescratchthesurface,wefindthemcloselycoectedandinterrelated.Weare1,000peopleheretodayinthisaugusthall.Imagineforamomentthatwerepresenttheworld'spopulation.These200peopleonmyleftwouldbethewealthyoftheworld,whocoume80percentoftheavailableresources.Andthese400peopleonmyrightwouldbelivingonanincomeoflethan$2perday.Thisunderprivilegedgroupofpeopleonmyrightisnoleintelligentorleworthythantheirfellowhumanbeingsontheothersideoftheaisle.Theyweresimplybornintothisfate.Intherealworld,thisimbalanceinlivingconditioinevitablyleadstoinequalityofoortunity,andinmanycasesloofhope.Andwhatisworse,alltoooftentheplightofthepooriscompoundedbyandresultsinhumanrightsabuses,alackofg
