Distinguished guests, friends, ladies and gentlemen, good morning.I’m very glad to meet you new and old friends here in beautiful Bangkok.Firstly, on behalf of the government of Jilin Province I would like to expre my gratitude to the Ministry of Commerce of Thailand, the Export and Import Department of Thailand, Investment Committee of Thailand, Chinese General Chamber of Commerce of Thailand, Chinese Embay in Thailand, Zheng Da Group of Thailand and all friends from Thailand for offering support and help to this meeting.I would also like to extend a warm welcome to distinguished guests for coming to Trade Exchanging Meeting between Jilin China and Thailand.I would like to take this opportunity to introduce the economic and social development of Jilin Province, its developing direction and characters.Firstly, Jilin Province has abundant natural resource, prominent competitive advantages and basic situations for expanding open-up and realizing vigorous economic growth.Jilin Province lies in the middle part of northeast of China with nine cities and sixty counties.There are three aspects, which account for 2% of that of China.The area of Jilin Province is 187.4 thousand square kilometers, which accounts for 2.1% of that of the whole country.The population of Jilin Province is 27.34 million, which account for 2.07% of that of the whole county.In 2008, the total output value in this area reaches 642.4 billion yuan, which account for 2.1%.The outstanding features of Jilin Province can be concluded as “one center”, “two bases” and “three advantages”.“One center” means that Jilin is located in the center of Northeast Asia.Jilin is an inland frontier province close to the sea.It borders on Ruia in east and DPRK in northeast.It has a boundary line about 1438.7 miles(China-Ruia boundary line is 232.7 miles and China-Korea line is 1206 miles).The nearest spot of Hunchun City, which lies in the most east of Jilin Province, is 15 miles away from the Sea of Japan.Jilin Province lies geographically in the center of Northeast Asia that is consist of Northeast of China, DPRK, ROK, Japan, Mongolia and Eastern Siberia of Ruia.This central location provides nearly 700 million population and northeast market which accounts for one fifth of the world economy to economic and trade cooperation to the utmost extend.“Two bases” means that Jilin is the most important industry and food-producing base.Jilin has various industries such as auto, petrochemical industry, rail bound vehicle, medical industry and electronic information take important part in China.Jilin is richly endowed by nature.The central part is black land and golden Corn Belt that enjoys great prestige in the world.In 2008, grain yield created the highest record in the history reaching 56.8 billion jin in which corn yield reaches 41.66 billion jin accounting for 73.3% of total grain yield of the whole province.One eighth of the corn is grown in Jilin Province.Rice yield reaches 11.58 billion jin accounting to the total yield of 20.4%.The quantity of grain for decruiting(including export)accounts for 46% of that of yield.We provide one tenth of commodity grain in the whole country by planting them on one twenty-fifth of the farmland.The grain occupancy volume per capita, the commodity rate of grain, the grain output volume and meat occupancy volume per capita ranks the top in the country.In 2008, as the first provincial level grain addition project, the construction plan for adding billions of grain yield in Jilin has been proved by State Council and has been carried out.The comprehensive capacity of grain growing and modern agricultural construction of our province is stepping into a higher level.“Three advantages” means technology education in superior.The number of scientists and engineers in ten thousand ranks the sixth in our country.There are 29 academicians of Chinese Academy of Science and the Chinese Academy of Engineering.National key scientific research institutions such as Changchun institute of x-ray machine physics of Chinese Academy of Science, Institute of Applied Chemistry, Medical Department Biological Preparations Institute and a number of state-level enterprises and technology center have strong capability for technology creation and application.There are 45 colleges and universities such as Jilin University, Northeast Normal University and so on.The gro entrance rate of colleges reaches 31.6%, which is 8% higher than average rate in the nation.Vocational education and industry development bring up a number of industrialists with practiced skills.The second advantage is ecological environment.In 1999, Jilin Province was approved as experimental unit for ecological construction.Forest coverage in the whole province reaches 42.5%.In 1992, Changbai Mountain was chosen as international A-level nature reserve by World Conservation Union.The third advantage is resource.There are 96 kinds of mineral resources that have been explored in Jilin Province.The explored reserve of oil shale reaches 17.4 billion, diatomite 266 million, aedelforsite 58million, and scoria 42.2 million that rank on the top in China.Molybdenum 1.6166 million ranks the second and nickel 0.25 million rank the seventh.There is the biggest reserve and the best mineral spring water in Changbai Mountain area.The exploitable yield per day reaches 290 thousand cubic meters, while daily production reaches 15.3 thousand cubic meters which takes 5.3% of exploitable yield.Jilin Province is home to “the Three Treasure of Northeast China”.The fresh ginseng output reaches to 150 thousand tons which takes 85% of that in China and 70% of that in the world.The export for ginseng takes more than 60% of the world exportation.By the end of 2008, the breeding stock for deer in the whole reaches 415 thousand.Secondly, with good industry foundation and obvious industrial characters, Jilin Province provides wide development space to the entrance of industrial capital at home and abroad.With distinct industrial characteristics and good industry foundation, Jilin Province made huge contribution to establishment and development of modern heavy manufacturing in ne China.Since the strategy for revitalizing the old industrial bases in northeast area was carried out, key industries have developed quickly.At the moment, we will promote eight industries such as auto industry, petrochemical industry, agro-product proceing, electronic information, medical industry, metallurgy and building materials, new materials and equipment manufacturing.We will accelerate the speed of modern agricultural and service industry development and make auto industry, petrochemical industry, and agro-product proceing lie in the leading place, establish new industry base and modern agriculture base and make our province taking Changbai Mountain as representative top-ranking travel destination at home and broad.Now I would like to introduce some key industries to you.1.To establish auto industry bases with international competitivene.Auto industry is the first pillar industry of Jilin Province.In 2008, total industrial output value for auto industry reaches 249.38 billion yuan which accounts for 29.8% of that of the whole province.The volume of production and marketing of FAW Group for the whole year reaches 1.533 million that accounts for about 29.8% of that in the whole province.Auto production in the province reaches 856.4 thousand and sales volume 885.6 thousand.There are two more car aembly plants and 300 auto parts and components factories.However, the proportion for parts purchasing of FAW Group takes only 40% and it still has big space to develop.We will rely on FAW to promote the establishment of auto industry development area in Changchun and auto industry base in Jilin City.By 2011, auto production capacity of the whole province reaches 2 million.We will establish state-level auto parts production and exportation base and become physical distributing center for automobile in the country.2.To establish national comprehensive petrochemical industry base.Petrochemical industry is the second pillar industry in Jilin Province.Petro China Company Limited.Jilin Company is comprehensive and key petrochemical base in the country.It offers 7 million tons of petrochemical productions every year.It has the biggest capability for producing glycol, alcohol ether, butanol and octanol, acetic acid, phenylacetic acid and ethylene propylene rubber.Jilin oil field is the sixth biggest onshore one in China.Its explored oil reserve reaches 1.29 billion tons.In 2008, it produced 6.55 million tons of crude oil.We will put stre on carrying on the project of “tow 10-million and four million” which means ten million tons of oil-gas field, ten million tons of oil refining, million tons of ethylene, million tons of chemical ethanol, million tons of carbamide and million tons of shale oil.We will put more strength on the development of fine chemistry industry and high-end chemistry industry, make production base of synthetic resin and synthetic rubber, strengthen the position of petrochemical industry of Jilin.3.To establish agro-products proceing base with competitivene in China.Grain production and resource advantages in Jilin province is changing to economic advantages.Agro-products proceing industry grows fast which has become pillar industries together with auto and petrochemical industries.In 2008, the capacity of grain further proceing in our province reaches 14 million tons and income for sales of agro-products reaches 186 billion yuan.Changchun Dacheng Group ranks the third in the world in corn further proceing.In 2008, as the biggest supplier in the world, its output for lysine reaches 450 thousand tons.By the end of the year of 2008, the breeding stock for cows of the whole province reaches 275 thousand, pigs, oxen, sheep and livestock respectively 24.5 million, 4.356 million, 3.95 million and 536 million.Bright Moon Group is the biggest beef proceing company in Asia with the capacity of butchering 500 thousand beef cattle per year.We will make further proceing better, lead agent of production gathering towards big enterprise.We will create livestock and dairy products and green food proceing area in west, grain and livestock further proceing area in the middle, and Changbai Mountain ecological food proceing area in east.We will make international brand of “Jilin ginseng” and “Changbai Mountain mineral spring water”.We will establish agro-products proceing base with competitivene in China.4.To establish high salary technology industry base.The government approves Changchun photoelectron industrial base.Energy and photoelectron industry with the characteristic of laser technology made the development of materials, parts of an apparatus and system equipment synchronously.Auto electronic industry develops fast.Optical instrument used by aerospace equipments like “Shen Zhou” spaceship are made in Jilin Province.Jilin succeeded in developing the first laser color television in the country.We will put more strength in the development of automotive electronics, photoelectron and software industry.We will stre on making international, famous, domestic and top ranking photoelectron industry base and software development and exportation base.5.To establish modern Chinese medicine and biopharmaceuticals industrial base.Changbai Mountain is the largest storage for natural herbal in North China.Jilin is the modern Chinese medicine and scientific and technological industrial base whose researches, development and production of biopharmaceuticals and Chinese patent medicine have played a leading role in China.The income and profits of selling patent Chinese medicine have been in the top rank in our country for many years.Our Province has succeeded in the research and industrialization of genetic engineering human insulin which made China the third country to master this technology in the world.Half of China’s 18 genetic engineering medicine are produced in Jilin province.Pharmaceutical companies such as Aodong, Xiuzheng, Wutai, TonghuaJinma and Dongbao Medicine Corporations are well-known ones in China.Relying on Changbai Mountain, we will promote the establishment of Changchun biopharmaceutical industry and the development of Tonghua and Dunhua medical city.We will exploit medicine and health care products taking ginseng, deer product and wood frog as raw materials, especially the modern Chinese medicine and biopharmaceutical products with independent intellectual property rights and establish medicine industry system based on herbal cultivation and led by modern Chinese medicine and biopharmaceuticals.6.To Revitalize equipment manufacturing industry.The equipment manufacturing industry has prosperous development foundation and bright prospect represented by Changchun Paenger Car Factory which is the biggest manufacturing base for railway and vehicle in Asia.Its inventory for carriages and railway vehicles in cities take 46% and 53% respectively of that of China.Taking Changchun Paenger Car Factory as bellwether, we will accelerate the research and production of high-speed carriages and new type railway vehicles and establish the biggest railway vehicle manufacturing and researching base.We will put more strength on developing superior advantages such as large agricultural machinery, petroleum refining equipment, coal excavation equipment, oil excavation equipment, wind-power and nuclear electricity equipment, which improves the development level of manufacturing industry in Jilin Province.We warmly welcome equipment-manufacturing industries to settle in our province.7.To develop energy industry actively.Jilin has abundant wind power resources in the mid-west plain and east coastal areas where it is suitable for installing air blower in group, developing wind power industry in a large scale.Comprehensive benefits for developing and using wind power is huge.760 thousand kilowatt air blower has been planed to install among which 710 thousand kilowatt is being built.by the end of “ Eleventh Five-Year Plan”, 3million kilowatt will be installed., Petro China Company Limited.Jilin Oilfeld builds 10 million tons of oil-gas valent weight based on 6.8 million tons of oil and gas.We will also draw more attention on developing new and clean energy such as nuclear and bioma energy.The amount of maize straw that can be developed reaches 39.68 million tons which equals to 11 million tons of coal and takes up 81% of that of the crop straw of the whole province.Currently, two maize straw electronic plants invest here with 37 thousand kilowatt installation.We warmly welcome foreign capitals to be brought here in various energy development and energy-saving and emiion-reduction projects.8.To make the tourisim as a new pillar industry.Jilin Province owns 5 traveling landscape belt, including Changbai Mountain Natural Reserve, east border customs, mountains, rivers and historical relics in northeast, city culture and ice and snow in middle, graland and wetland in the west.There are 97 A level tourist attractions , among which two is “5A” level and sixteen is “4A” level.Changbai Mountain , one of the ten famous mountains in China , Jilin rime, one of the four wonders of China, Ji’anGaogouli relics , one of the World Heritage Site, and the world level and the first film theme park of China----Changying century city are regarded as the “four competitive products” of Jilin tourism.In order to realize the goal of developing the tourism industry as a new pillar industry, Jilin increases the input of tourist infrastructure facilities and plans to build a series of competitive tourism projects.9.To put more strength on service industries such as finance and goods distribution.Jilin Bank and minor enterprise bonding companies facing northeast areas has been set up one after another since 2007.Hanya Bank, China Merchants Bank, China Minsheng Bank Changchun Branch had been listed for operating.We will accelerate the development of local financial institutions further;attract foreign banks and non-bank financial organizations from outside and overseas actively.We will put more strength on cultivating regional capital markets and establishing regional financial center in Changchun.We warmly welcome financial organizations to set up sub branches here and develop financial busine.With the rapid development of transportation and logistics, a logistics center between Changchun and Jilin is coming into being.Jilin will not only develop profeional logistics base for automobile and spare parts, petrochemical, food, medicine and so on but also establish automobile and spare parts exportation base and international purchasing center in Changchun as well as Changchun airport logistics areas.Thirdly, economic development grows fast and prosperous.The capability of attracting foreign investment and carrying on industry transfer from littoral becomes more stronger.Since the strategy of revitalizing old industry base was carried out, Jilin Province has developed fast.GDP of the province has increased from 266.2 billion in 2003 to 642.4 billion in 2008.In 2008, total output value of the province increased by 16% which ranks the third in the whole country, and the total output value per capita has paed 3000 dollars.Permanent aets investment of the society reached 560.8 billion yuan which increased by 40.1%.investment for per capita surpaed 20 thousand yuan, which reached the level of developed province.Permanent aets investment of cities and towns ranked the fourth in the country.Total volume of social consumer goods retail increased by 24.3% which ranked the third in the country.Total volume of exportation of the whole province increased by 29.5% and actual used foreign investment increased by 32.5%, investments introduced from other provinces 61.5%.The number of foreign investment enterprises reaches nearly 10 thousand.48 500-top companies have invested here.By 2011, we will try our best to make GDP of the whole province reach 1000 billion yuan, GPD per capita 4000 dollars, and to make economic aggregate move forward and income per capita rank on the top in the country.Infrastructure construction has got great progre.The highway in the province is 924 miles.We have three civil aviation airports in Changchun, Yanji and Baishan, which have 77air lines.We will construct Tonghua airport in the east and Baicheng airport in the west, which will make a pattern of “one main four auxiliary”.By 2011, the mileage of high way in our province will be more 2000 miles, which will realize provincial capital and governments of cities connected by highways.We plan to build 25 railway projects, to add 2000miles of new railways during 11th and 12th Five-Year which will become a pattern of “five vertical and three horizontal”.Jilin Province has abundant resources of land, water, electricity and gas with low price and its cost of land and labor work is lower than littoral.The city of Changchun is scientific and reasonable and its function becomes perfect day by day.Environment protection has got good results.Jilin Province pays equal attention on economic development and environment protection and tries hard to build resources conservation and environment-friendly society.Water pollution prevention in key rivers and environment in cities and rural areas have made great progre.Now, there are 18 sewage treatment works, 19 one are being built in the city.We plan to build another 19.We should build 54 garbage disposal plants, among which seven have been completed, six are being built.In 2009, 29 was planted to be built.We will widen financial channels, attract capital of China and foreign countries extensively, accelerate the construction of sewage and garbage disposal by BOT, TOT and joint venture cooperation and so on.Soft environment for economic development is changing continually.The policy of revitalizing old industrial base has been carrying out and Yanbian can enjoy the policy of Western Development.Jilin Provincial Party Committee and the people’s government have released a series of preferential policies and provided many benefits in limits of examination and approval authority and finance and taxation reduces.All levels of governments increase service level constantly, take the lead to be honest and honor and establish honest government in attracting investors.We can say that Jilin Province is under a key period of fast development.By its abundant resources, convenient traffic and low cost of land and labor work, it has become the best choice for more and more investors.It faces rare opportunities to come to Jilin to invest and participate in Jilin’s revitalization.Fourthly, we will promote the establishment of guide areas in Changchun, Jilin and Tumen.The development in Tumen River is facing new opportunities.International development and cooperation project in Tumen River area is an international cooperation project that is advocated and presided by UNDP.Its aim is to promote communication, cooperation and mutual development in Tumen River valley and even among countries in Northeast Asia.Jilin Province is the main participation province in international development and cooperation project in Tumen River areas.To expend opening-up further, we have reported to the State Council, and start to establish opening-up guide area among Changchun, Jilin and Tumen.We have carried out revitalizing the Northeast areas and facing the cooperation and development in Northeast Asian areas.We have taking Hunchun as the window of opening –up, Yanji, Longjing and Tumen as advancing front of opening-up and Changchun and Jilin as center, and have carried out ten key projecs such as modern agricultural demonstration project, new industrial base project, service update project, technology innovation project, feature tourism project, infrastructure ensuring project, ecological environment protection, acce road construction project, cro-border free trade area construction projection and international and interprovincial industrial areas construction project, which have become high opening-up and continuable economic growth pole with strong competitivene.Now we are putting more strength on establishing international and interprovincial Industrial park between Jilin and Ruia, Japan, ROK and Hong Kong in Hunchun City, Yanbian Korean National Minority Autonomous prefecture in Jilin Province.By accelerating the growth, we will bring and lead neighbor countries to the economic cooperation.Hunchun City not only has preferential policies for revitalizing the northeast of China but also policies for Development of the West Regions, state-level Hunchun border economic cooperation areas, Hunchun exportation proceing areas and frontier trade areas between China and Ruia.We will encourage investors to be independent or to cooperate with each to create international and provincial industrial areas according to government’s policies and market running mode.We will put more strength on developing exportation and proceing auto parts, agro-products proceing, high technology, energy resources, bio-pharmaceuticals, woodwork exquisite proceing, textile and clothing, marine product, trade and busine travel and goods collection and distribution.We will also focus on establishing exportation supplying base and goods distribution center facing to Northeast Asia.We warmly welcome enterprisers participate in the establishment of Hunchn international and interprovincial industry area.Fifthly, China Jilin-Northeast Asia Investment and Trade Expo has become an important platform for enhancing economic cooperation in northeast areas.China Jilin-Northeast Asia Investment and Trade Expo(the Northeast Asia Expo for short)was held from September 2 to 6 every year in Changchun, the capital of Jilin Province, by the Commerce Department, the National Development and Reform Committee and the People’s Government of Jilin.Since 2005, it has been held for four times succefully, with 170 thousand merchants from all countries and more than 270 enterprises from 500 tops of the world.727 investment projects whose amount reached 272.58 billion yuan have been signed.One of vice-premiers of the State Council comes to the expo every year.The Northeast Asia Expo in which six northeast Asian countries participate is the only one of regional, international and comprehensive exhibitions facing to the world.It ranks the third in expos led by Chinese government in 2008.From September 2 to 6 in 2009, we will continue to hold the Fifth Northeast Asia Expo.The fifth expo will take merchandise trade, investment and cooperation, international conferences and communication in sports and culture as its main contents.It will show images of northeast Asian countries(areas)and giant enterprises from home and abroad combining with displays of special goods.Purchasing agents, suppliers and investors from China and foreign countries will be invited to the expo, which will build an open-to world merchandise trade platform among China and other northeast Asian countries.We will hold various forms of investment explanation seions and project conferences and will continue to hold high-level international and profeional conferences such as the High-level Forum on Northeast Asia Economic and Trade Cooperation and the Forum of Northeast Asia Economic Cooperation which will discu further about revitalizing the northeast areas in China, developing Tumen River areas and cooperating in Northeast Asia.In the fifth expo, you can not only find opportunities to cooperate with Jilin, but also get chances for communicating and cooperating with Japan, ROK, Ruia, DPRK, Mongolia and other countries in northeast Asia.We hope the Northeast Asia Expo not only promotes the opening up in Jilin Province and northeast areas, but explores carriers and platforms in northeast areas of China and markets in northeast Asia for enterprises from home and abroad.In recent years, Jilin communicates and cooperates with enterprises of Thailand extensively.The volume of bilateral trade has achieved double-digit growth in consecutive years.Under the background of global financial crisis in 2008, the volume of bilateral trade between Jilin Province and Thailand reached 59.4 million dollars increasing by 29.1% year-on-year.In January this year, the volume of bilateral trade increased by 46.2% year-on-year, and importation volume even doubled reaching 109.9%.At the moment, some enterprises from Thailand have invested in Jilin, and they develop well.I hope more opportunities can find opportunities for cooperating between enterprises in both sides.Now, Jilin Province is developing rapidly and there are rare opportunities in making investment.We warmly welcome more friends from Thailand busine to pay a visit to Jilin, to inspect and to invest here, which will not only make you gain new opportunities to develop but also bring energy to Jilin and eventually realize mutual
