开专题会议。省普查领导小组副组长、普查办主任、省测绘与地理信息局局长陈建国出席并讲话。
会议回顾和总结了2013年地理国情普查工作，研究了普查工作推进过程中遇到的困难和问题，就2014年地理国情普查工作任务进行了部署。
2013年，第一次全省地理国情普查工作全面启动。省政府印发了《关于在全省第一次地理国情普查的通知》，成立了以黄旭明副省长为组长的省第一次地理国情普查领导小组，并召开普查领导小组第一次全体会议和电视电话会议。省测绘与地理信息局组织开展地理国情普查试生产。省普查领导小组下发《浙江省第一次地理国情普查实施方案》，省普查办制订了财务、质量、安全等普查工作制度。省级普查经费基本落实，省级普查工作有序进行。大部分市、县政府出台了相关通知，成立本地区普查领导机构，召开会议，积极筹备本地区的地理国情普查工作。2014年，要基本完成国家规定的普查项目和部分省情普查项目的外业调查与核查工作。市、县情普查项目要选择不同地貌类型，不同发展水平的县（市、区）对普查数据在调查需求的基础上，制订标准、方案，适时启动。要通过与其他部门的专业普查数据对比分析，地理国情要素自身的变化分析、不同地理国情要素相互之间联系的分析、趋势分析，形成图表文一体的分析报告，为领导的决策提供依据。
陈建国强调，开展地理国情普查是党中央国务院的重大决策，是一项为国家更好地了解国情、把握国势、制定国策的责任工程，是推动测绘与地理信息事业转型升级，跨越式发展的重要突破口。全省各级地理国情普查机构、测绘与地理信息主管部门要进一步提高认识，高度重视地理国情普查工作的开展，增强使命感、责任感、紧迫感，积极推进普查工作的开展，确保普查成果质量。
以下工作：一是近期对各市、县（市、区）的普查领导机构和经费落实情况进行检查，督促落实；二是充分利用媒体、报刊，广泛地宣传地理国情普查工作的重要意义和要求，宣传工作要进社区，进农村，为全面开展普查工作创造良好的社会环境；三是抓紧制定普查工作年度计划，切实按年度计划推进工作，确保在规定的时间内完成任务；四是要组织开展全面培训，加强对各项目承担单位的监督检查，从生产的源头把好质量关，确保普查成果的质量；五是加强对各市、县（市、区）普查工作的检查指导，推动全省普查工作的顺利进行。

The First Geographic Census Leading Group Office of Zhejiang Province(Hereinafter referred to as the “ZJGCO”)held a special meeting in Hangzhou on Jan 8th.Mr.Chen Jianguo, Vice-chairman of the Leading Group, Director of the Geographic Census Office and Director of Zhejiang Administration of Surveying Mapping and Geoinformation(Hereinafter referred to as the “ZASMG”), attended the meeting and deliver a speech.Meeting reviewed and summed up the geographic census work in 2013, analyzed the difficulties and problems encountered in the proce of promoting the census work, and made arrangements for geographic census work in 2014.The First Provincial Geographic Census Work started in 2013.The provincial government iued the notice on starting The First Provincial Geographic Census, established the ZJGCO Led by Vice Governor Huang Xuming, and held its first plenary meeting and television and telephone conference.ZASMG organized the trial production of Geographic Census.The Provincial Census Leading Group iued the implementation plan of The First Provincial Geographic Census.The ZJGSO established series of working system on finance, quality and security.Provincial geographic census funding fulfilled the basic needs and the geographic census work carried out in an orderly manner.Most governments on city and county level iued relevant notices, established local leading institutions on geographic census work, called on meetings, and actively arranged regional geographical census work.In 2014, outside investigation and verification work of all National Census project and some provincial census project are targeted to a completion.Municipal and prefectural census project should choose counties(cities, districts)with different landform types and different development levels, draw up standards, implementations and carry out at appropriate time on the basic of census data investigations.Form an Analysis Chart Report by comparative analysis of census data with other departments, change analysis of geographical elements, correlation analysis and trend analysis of different geographical elements, which will be able to provide the basis for the leadership decision-making.The development of Geographic Census is an important decision of the Party Central Committee and the State Council.It is responsibility project which will help the whole country get better understanding on national situation, national potential and national policy-making.It is an important breakthrough to promote the transformation and upgrading of surveying, mapping and geographic information industry and to achieve the great-leap-forward development.Geographic Census institutions of all level acro Zhejiang province, as well as authorities of surveying, mapping and geographic information should further enhance the understanding, Pay high attention to geographical census work, heighten the sense of miion, the sense of responsibility and the sense of urgency, actively promote the geographic census work, and ensure the quality of census results, emphasized by Director Chen Jianguo.Following tasks:(1)Strengthen the supervision and inspection on municipal, county(city, district)level leading institutions of geographic census work and funding allocation.(2)Widely dieminate the importance and the requirements of geographic census work by making full use of media and newspapers.The propaganda work should infiltrate into the communities and rural areas to create a better social environment for the development of geographic census work.(3)Formulate annual plan of geographic census work and promote the work as scheduled to ensure the task completion within the allocated time.(4)Carry out comprehensive training, strengthen the supervision and inspection on project undertaking units, and achieve the quality control from the source of production to ensure the quality of the census results.(5)Strengthen the inspection and guidance on geographic census work of municipal, county(city, district)level and ensure the smooth progre of geographic census work.Officials of ZJGCO, responsible persons of all working groups in ZJGCO, directors of relevant departments in ZASMG, and directors of affiliated institutions attended the meeting.
