importantandecialceremonymarksamomentofbothchangeandcontinuityinHongKong'shistory.Itmarks,firstofall,therestorationofHongKongtothePeople'sRepublicofChina,underthetermsoftheSino-BritishJointDeclarationof1984,aftermorethan150yearsofBritishadministration.Thisceremonyalsocelebratescontinuitybecause,bythatsametreatyandthemanysuequentagreementswhichhavebeenmadetoimplementitsprovisio,theHongKongecialAdministrativeRegionwillhaveitsowngovernment,andretainitsownsociety,itsowneconomyanditsownwayoflife.Ishouldliketopaytributethiseveningtothosewhoturnedtheconceptof“onecountry,twosystems”intotheJointDeclaration,andtothededicationandcommitmentofthosewhohaveworkedsohardoverthelastthirteenyearstonegotiatethedetailsoftheJointDeclaration'simplementation.ButmostofallIshouldliketopaytributetothepeopleofHongKongthemselvesforallthattheyhaveachievedinthelastcenturyandahalf.ThetriumphantsucceofHongKongdemands-anddeserves-tobemaintained.HongKonghahowntheworldhowdynamismandstabilitycanbedefiningcharacteristicsofasuccefulsociety.Thesehavetogethercreatedagreateconomywhichistheenvyoftheworld.HongKonghahowntheworldhowEastandWestcanliveandworktogether.Asaflourishingcommercialandculturalcro-roads,ithasbroughtustogetherandenrichedallourlives.ThirteenyearsagotheGovernmentsoftheUnitedKingdomandthePeople'sRepublicofChinarecognisedintheJointDeclarationthattheseecialelementswhichhadcreatedthecrucialconditioforHongKong'ucceshouldcontinue.Theyagreedthat,inordertomaintainthatsucce,HongKongshouldhaveitsownseparatetradingandfinancialsystems,enjoyautonomyandanelectedlegislature,maintainitslawsandliberties,andberunbythepeopleofHongKongandbeaccountabletothem.ThoseecialelementshaveservedHongKongwelloverthepasttwodecades.HongKonghascopedwiththechallengesofgreateconomic,socialandpoliticaltraitionwithalmostnoneofthedisturbanceanddislocationwhichinotherpartsofth
eworldhavesooftenaccompaniedchangeonsuchascale.TheUnitedKingdomhasbeenproudandprivilegedtohavehadreoibilityforthepeopleofHongKong,tohaveprovidedaframeworkofoortunityinwhichHongKonghaocoicuouslysucceeded,andtohavebeenpartofthesuccewhichthepeopleofHongKonghavemadeoftheiroortunities.Inafewmoments,theUnitedKingdom'sreoibilitieswillpa
tothePeople'sRepublicofChina.HongKongwilltherebyberestoredtoChinaand,withintheframeworkof“onecountry,twosystems”,itwillcontinuetohaveastrongidentityofitsownandbeanimportantinternationalpartnerformanycountriesintheworld.LadiesandGentlemen,Chinawilltonighttakereoibilityforaplaceandapeoplewhichmattergreatlytousall.Thesolemnpledgesmadebeforetheworldinthe1984JointDeclarationguaranteethecontinuityofHongKong'swayoflife.ForitsparttheUnitedKingdomwillmaintainitsunwaveringsuortfortheJointDeclaration.OurcommitmentandourstronglinkstoHongKongwillcontinue,andwill,Iamconfident,flourish,asHongKonganditspeoplethemselvescontinuetoflourish.DistinguishedGuests,LadiesandGentlemen,IshouldlikeonbehalfofHerMajestytheQueenandoftheentireBritishpeopletoexpreourthanks,admiration,affection,andgoodwishestoallthepeopleofHongKong,whohavebeensuchstaunchandecialfriendsoversomanygeneratio.Weshallnotforgetyou,andweshallwatchwiththeclosestinterestasyouembarkonthisneweraofyourremarkablehistory.
