节约集约用地是解决中国工业化、城市化快速发展所带来的用地供需矛盾的重要手段。国内在近几年开始重视对这方面的研究,国家和地方都制定了有关节约集约用地的政策和措施,并且收到了一定的效果。但是土地的粗放利用现象在各地依然存在,土地使用效率还有很大的提升空间。本文以广州市番禺区作为研究的案例,对该区土地利用现状和基本做法进行描述,对该区节约集约用地受到的影响因素进行分析,针对番禺区存在的问题,运用公共管理的有关理论,并借鉴其他地区的成功做法,结合本人工作中的一些经验,提出解决番禺区节约集约用地问题的建议,试图为加强番禺区土地管理、转变土地利用方式、提高土地利用效率提供思路,也为相关部门的决策提供理论资源。本文由以下几部分构成:绪论部分,在关注我国城市化、工业化快速发展的同时,指出了大量土地已被开发利用与保护耕地之间的矛盾,以及由于缺乏节约集约用地机制,造成了城市形态和产业发展等方面遇到的用地“瓶颈”。对国外一些相关的理论和国内采取的节约集约用地政策进行综述,指出国内对这方面还没有系统的理论研究,笔者结合番禺区的实际进行分析研究,并提出了论文的框架和研究方法。第一部分论述节约集约用地的涵义和依据。首先论述节约集约用地的三层涵义,再结合绪论提到的西方理论和国内实际,提出了实现节约集约用地的理论和现实依据:土地利用规划,改造旧城镇、旧厂房、旧村居以及由市场配置土地资源。第二部分介绍番禺区的土地利用现状和节约集约用地的基本做法,运用公共管理学理论分析了该区存出的问题,指出制约番禺区节约集约用地的主要因素。第三部分提出促进番禺区节约集约用地的建议。一是进行城镇和农村建设用地改造;二是建立和完善土地市场机制,提高土地资源的配置水平;三是进行科学合理规划;四是使用用地控制指标促进节约集约用地;五是盘活利用存量土地。由于我国在节约集约用地方面的实践历程较短,笔者提出的一些思路和观点还有待于实践检验,希望对促进番禺区的用地管理发挥积极的作用。

methods, and so on, through the Panyu District of intensive land conservation in the plight of research into the Panyu District of land use and problems by the community Structure, land requisition system, the impact of the industrial structure and early in the planning and land use approval, I tried to find intensive and efficient use of land resources, to achieve the smooth operation of the economy, building a resource-saving society ideas.Intensive conservation land is not a single one-sided iue, it involves all aspects of societies, we can not just choose to think one-sided response.The purpose of this study suggest that the following aspects of the Panyu District to increase savings levels of intensive land use:Firstly, for urban and rural transformation, in particular the transformation of “Villages.”There is construction management, poor living conditions, the complex social relations and other iues, has a serious impact on the overall development of the urban environment, urban day-to-day management and further development, resulting in a lot of difficulties, the building of urban development has become the urgent need to addre.Towns and villages focused on the transformation of the old town, old factories.Secondly, the establishment and improvement of land market system.To introduce a market mechanism in the allocation of land resources, is developing the socialist market economy and the objective needs of a neceary requirement.Strengthen the management of the land market and standardize land transactions, will help ease China's le people and more acute conflicts, the limited land resources to maximize the economic and social utility.Thirdly, scientific and rational planning, the realization of intensive conservation land.This study emphasizes the planning(including land use planning and urban construction planning)as a leader, do a good job of land resources.Planning to further strengthen the guiding role of sci
