受理对象：
凡持职业签证来上海从业的外国经济技术专家和外国文教专家均须领取外国专家证。持其他签证的外国经济技术专家如需要，也可领取外国专家证。
聘请外国专家的条件及外国专家证的种类：
外国专家证由专家聘请单位向本市主管部门申报办理。拟聘请外国文教专家的单位，应按国家外国专家局的规定，经国家外国专家局认可，取得聘请外国文教专家单位资格后，方可聘请外国文教专家。
外国专家证分为经济技术和文教证两类。经济技术类发给在工商企业、事业部门从事经济、技术、管理、培训工作的外国专家。文教类发给从事教育、新闻、出版、文化、艺术、卫生、体育工作的外国专家。

Types of Foreign Expert Certificate Foreign Expert Certificate consists of two types: economy and culture/education.Foreign Expert Certificate(Economy)is iued to foreign experts employed in industrial or commercial enterprises or institutions, who work in the fields of economy, technology, management and training;while Foreign Expert Certificate(Culture/Education)is for those employed in that of education, media, publication, culture, art, hygiene and sports.外国经济类专家应符合以下条件
1、在国营企业、政府机构执行政府间、国际组织间协定协议，中外经贸合同来上海进行技术、管理及其他专业服务的外籍专业人员。
2、在外商投资企业
（1）有大学学士以上学位、工程师以上技术职称或具有同等学位、技术职称。
（2）具有本专业5年以上的实践工作经验，并能正确实施技术指导，胜任本职工作。
（3）我国急需的某种专门技术和特殊技能或其他业务专长。
（4）大中型外商投资企业或高新技术中担任部门经理或同级以上职务。
外国文教类专家属教育系统的应报市教委审核同意。
Qualifications
Foreign Expert Certificate shall be held by foreign experts holding employment visas and employed in the fields of economy, culture and education in Shanghai.受理要求：
聘请外国专家单位须报上级业务主管部门或区县人民政府外事办公室审核同意后，向市人民政府外事办公室申办外国专家证。
（1）聘请单位的申办报告。
（2）聘请合同、董事会聘请决议或聘任书。
（3）外国专家个人简历。
（4）外国专家个人学历证明和从业资格证明。
（5）外国专家护照及有关签证复印件。
（6）正确填写的《申办外国专家证申请表》
（7）外国专家本人近期小二寸照片两张。
（8）市教委或有关部门审核同意证明。
（9）60岁以上至70岁的外国专家需要提交健康证明。
Application for the Foreign Expert Certificate shall be submitted by the host organization of the foreign expert to the corresponding supervising government departments.The organization intending to employ foreign expert is allowed to do so only after having observed the related regulations, having met the employment qualifications and having been authorized by the State Foreign Expert Bureau.Procedures and Requirements
The host organization should apply to the Foreign Affairs Office of the Shanghai Municipal People?ˉs Government for the Foreign Expert Certificate after being approved by the corresponding supervising government agency or district/county foreign affairs office.The following items should be provided: Application of the host organization;Contract of employment, appointment decision of the Board of Directors or letter of appointment;Resume of the foreign expert;Certificates of education and employment qualifications of the expert;Copies of data pages of the expert?ˉs paport and employment visa;Duly-completed Foreign Expert Certificate Application Form;Two 2-inch recent photographs;Letter of Approval by the Shanghai Municipal Education Commiion or related supervising agencies;Health Certificate for experts aged between 60 and 70.外国专家证延期
受理对象：
原持有《外国专家证》因聘用延长，由同一聘请单位提出的可以延长《外国专家证》有效期，每次延长最多可以一年，每本《外国专家证》可延长两次。
外国专家更换工作单位的属新聘请外国专家，原《外国专家证》作废，由聘请单位申办新《外国专家证》。
受理要求：
1、申请单位或聘请单位《外国专家证》有效期延长申请函。
2、延期证明资料，聘请合同、董事会聘请决议或聘任书。
3、原《外国专家证》。
4、《外国专家证延期申请表》。
5、原审核部门的审核同意证明。（文教类的须经市教委同意）
1.The requirements:
The economic and technical foreign experts and the cultural and educational foreign experts who have got the working permit in China and entered in to Hunan with working visas can apply for the Foreign Experts Certificates.2.The neceary materials:
(1)The original form of “The application of the foreign experts’ working in China” and the stubs of the working permit;
(2)The standard original employment contracts provided by the State Administration of Foreign Experts Affairs and signed by cultural and educational experts and employers.(For check)
(3)The foreign experts’ paports and the valid copies of Z visa.(4)Two bareheaded color photos of applicants.(Two inches)
3.The procedures:
(1)Employers get into “the management system of foreign experts work permit in China” from the links of the web page of the State Administration of Foreign Experts Affairs--http://hunan.caiep.org and submit the applications.(2)After the approval of the applications, the employers need to submit the paper materials to the Provincial Administration of Foreign Experts Affairs
(3)When the materials submitted by employers are complete and in accordance with relevant regulations, the application would be accepted.4.There is not any fee for applying for the Foreign Experts Certificates.5.Duration: 2 working days after the submiion of the satisfactory materials
