10月20日晚间消息，苏宁今日宣布已经与中国联通(16.43,-0.11,-0.67%)、中国电信(53.57, 0.70, 1.32%)两大运营商就移动通信转售业务最终签署合作协议。内部人士称，按照当前进度，苏宁极有可能成为国内首批获得移动通信转售牌照的企业，并至少获得两张全国性牌照。
自从工信部年初发布了《移动通信转售业务试点方案》征求意见稿后，移动转售业务成为业界关心的重点，众多渠道商、互联网企业以及拥有行业用户资源的企业纷纷递交申请。
一位内部人士表示，由于苏宁已经与两家基础电信运营商签署合作协议，因此它最终获批的牌照将至少覆盖2家运营商网络。他强调，鉴于苏宁一直与中国移动保持密接沟通，最终苏宁与国内三大基础电信运营商都达成转售合作的可能性也非常大。
苏宁相关负责人表示，年初，苏宁即成立专门项目组筹备申请工作，并同步开展移动通信转售相关计费、营账、客服、信息安全系统的开发，经过资料申报、评审，最终与两大运营商达成合作。
苏宁云商副董事长孙为民表示，“苏宁线下拥有1600多家门店，线上线下打通的会员总数超过1个亿，此外，苏宁还具备大量强关系企业，后续可针对企业用户退出定制化服务产品。苏宁与三大运营商合作已久，早已从单纯的产品销售合作向互联网时代多渠道、多业务合作转变，强化渠道、运营商在通讯产业生态圈中的分工协作。”
孙为民认为，当前苏宁正在转型互联网零售，已经获得了快递、基金支付、商业保理等多张牌照与许可，O2O布局、开放平台也进入快速发展阶段。待移动通信转售牌照正式获批后，苏宁业务经营将更为多元。
据悉，移动通信转售牌照申请第一步是和基础运营商签署转售合作协议，第二步由基础运营商向工信部申报发放牌照。此前，工信部曾对苏宁申请表示欢迎，预计苏宁将很快获得移动转售业务牌照。
