女士们，先生们！
中国是一个拥有13亿人口的发展中大国，正在举办着世界上规模最大的教育。我们深刻地认识到，只有加快发展教育，提高全体国民素质，才能把巨大的人口压力转化为人力资源优势，才能使经济建设切实转到依靠科技进步的轨道上来，才能提高全体人民的生活质量和水平。
As a large developing country with 1.3 billion people, china is running the largest education system of the world.Our experience has driven home to us that only by speeding up education development and improving the quality of the entire citizenry can we turn our huge population form a sheer preure into an enormous resource, put economic development in the orbit of progre in science and technology, and improve the living quality and standards of the entire population.我们认为，实行全民教育，首先是政府的责任。我们确立了以政府为主的教育投入体制，主要从四个方面推进全民教育。
We believe that education for all is primarily a government responsibility.Therefore we have established our education funding system with the government as the main contributor.We are also promoting national education in four fields.一是把普及农村义务教育作为教育发展的重中之重。中国有2亿多中小学生，其中80％在农村。为此，中国政府在农村和贫困地区实施了基本普及九年义务教育、基本扫除青壮年文盲的计划。
Firstly, we put a premium on universalizing compulsory education in rural areas, home to 80% of the nation’s 200 million and more primary and secondary school students.For this reason, the government is striving for basically universal nine-year compulsory education, and basic elimination of illiteracy among the young and the middle-aged in rural and poverty-stricken areas.二是把扫除文盲作为反贫困的重要措施。采取多种形式，在农村和贫困地区开展扫盲工作，特别重视扫除青壮年、妇女和少数民族文盲。在过去十五年中，中国有9400万人脱盲，为降低世界文盲比例作出了贡献。
Secondly, we regard eradication of adult illiteracy as a major step towards poverty alleviation.Various measures are being taken in this field of endeavor, with special focus on illiterates among the young and the middle-aged, women, and members of minority ethnic groups.In the past 15 years, china has reduced 94 million illiterate population and thereby done its bit in reducing the global illiteracy ratio.三是大力发展职业教育。着力提高劳动者的职业技能和就业能力、创业能力，使教育成为面向所有人的教育。
Thirdly, we spare no effort in promoting vocational education, with emphasis on raising laborers’ vocational skills and job-finding and career-launching abilities, so as to achieve our ultimate goal of making education available for all.四是加强教师队伍建设。尊师是中华民族的传统美德。中国近千万中小学教师，辛勤教书育人，为全民教育作出了重要贡献，赢得了全社会的尊重。我们一直重视建立一个比较完善的教师培养培训体系，不断改善教师的工作生活条件。
Fourthly, we are strengthening the ranks of teachers.In china, respecting teachers is a traditional virtue.The nearly 10 million primary and secondary school teachers in this country are held in high esteem for their contributions to education.We have all along given major importance to setting up a sound teacher’s training system, and we have never stopped improving teachers’ working and living conditions.教育公平是全民教育的灵魂。没有教育机会的均等，就谈不上社会公平。中国人民有重视教育的优良传统，“有教无类”的教育平等思想源远流长。
Fairne is the soul of education for all.There is no social justice to speak of without equitable education opportunities.By tradition the Chinese attach great importance to education, and the age-old saying, “In education there should be no cla distinction” remains cherished until today.中国政府致力于保障所有儿童少年平等接受教育的权利，推进义务教育均衡发展，努力缩小城乡之间、地区之间教育发展的差距。我们要使所有的孩子在同一片蓝天下，共同成长进步。
The Chinese government is working to ensure children’s equitable right to education, promote balanced development in compulsory education, and bridge the gap between urban and rural areas and between regions in education development.Our goal is to enable all our children to grow together under the same blue sky.
