“两国元首联袂出席，这在中俄军演史乃至世界军演史上都是前所未有的。”香港《明报》20日称，参加演习的包括14艘水面军舰，其中俄方6艘。另有潜艇2艘、固定翼飞机9架，都来自中方，以及各舰载直升机、特战分队等兵力。报道称，俄方6艘参演军舰几乎是太平洋舰队全部主力，中方三大舰队参与也开创先河。评论说，14艘大型军舰已是一支标准的特混舰队规模，与马岛战役时的英国特混舰队相比，只是少了一艘无敌级航母和核潜艇，以及大量的运输船，比较两国出动的海上力量，以及公布的演习内容分析，这次演习已初步达到战役级别规模。德国柏林国际问题学者梅斯奈尔20日对《环球时报》记者说，中俄此次军演规格之高，在西方盟国之间也属罕见。
习近平在讲话中表示，这次演习是今年两军合作重要内容，将再次表明中俄一道应对新威胁新挑战、维护地区安全稳定的坚定决心和意志，向世界展示中俄战略互信和战略协作新水平。普京在开幕式上致词时表示，“我们铭记二战时期两国是盟友，共同抵抗了侵略者。两国人民的功绩将是不畏艰难、热爱祖国和坚韧不拔的永恒典范。”“俄罗斯之声”称，中俄领导人并不是第一次让其他伙伴知道，两人亲自监督海上合作战略。今年2月在索契俄中两国领导人还与参加地中海联合军演的俄中军舰舰长进行了视频通话。俄学者叶夫谢耶夫表示，“演习绝非偶然，它是向西方，首先是向美国发出的信号：俄中将建立新的军事政治关系。”
