Economic progre of emerging markets and developing countries is attributable to their efforts to make full use of their resources and strengths, and to explore and innovate.It is also attributable to the economic globalization and trade liberalization, as well as the ever expanding opening up and sincere cooperation.Most of these countries have long histories and time-honored tradition of exchange and cooperation.Over the years, developing countries have worked relentlely for national independence, sought strength through unity and played an active role in promoting solidarity and development, advancing South-South cooperation and deepening North-South cooperation.In recent years, cooperation among emerging markets and developing countries has been blooming, and their mutual trade and investment have grown fast.Coordination and interaction have picked up speed under regional cooperation frameworks such as China-ASEAN cooperation, the Arab free trade area, the Economic Community of Central African States and the Pacific Islands Forum.Dialogue and exchanges among the BRICS countries are increasingly close.Cooperation among emerging markets and developing countries is based on mutual respect, equality and mutual benefit, underpinned by the inherent needs and huge potential of their economic growth and driven by their diversifying markets.Such cooperation echos the call of our time and promises sustainable growth.女士们、先生们！

Opening to the west is a major step of China's all-dimensional opening up.We are

Emerging markets and developing countries account for three quarters of all the countries in the world and have four fifths of the world's population.We are an important part of the international community and represent huge potential for global development.While expanding cooperation with developed countries, we should also advance cooperation among emerging markets and developing countries to a new level.一是加强战略合作。新兴市场与发展中国家历史命运相似、共同语言很多，应从战略高度增强政治互信，尊重和照顾彼此核心利益和重大关切，密切国际事务协调，推动建立国际政治经济新秩序。值得重视的是，实现联合国千年发展目标还有很长的路要走，有必要互帮互助、不懈努力。应对国际金融危机影响是当务之急，我们应同舟共济、共克时艰，把稳定发展的态势保持下去，为推动世界经济强劲、可持续、平衡增长贡献力量。
First, we should strengthen strategic cooperation.Emerging markets and developing countries have similar historical experiences and a lot in common.We should strengthen political mutual trust from a strategic height, respect and accommodate each other's core interests and major concerns, coordinate closely in international affairs, and promote the establishment of a new international political and economic order.It's worth emphasizing that there is still a long way to go before the United Nations Millennium Development Goals can be attained, and it is important to keep up the efforts and help each other.The preing task is to addre the impact of the international financial crisis.We need to work together to tide over the difficulties, sustain the momentum of stable development and contribute to strong, sustainable and balanced growth of the world economy.二是扩大互惠合作。新兴市场与发展中国家资源禀赋各有优势，市场互有需求，应进一步推动贸易投资自由化便利化，通过深化合作把比较优势转化为经济优势。我们之间发展阶段相近，产业结构既有交叉又有互补，可以把产业对接起来延长产业链条，在提升传统产业、培育新兴产业等方面深化合作。区域经济一体化是当今时代的大趋势，地区合作大有潜力可挖，也应密切交流、务实推进。
Second, we must expand mutually beneficial cooperation.Emerging markets and developing countries have distinctive strengths in resource endowments and our markets are mutually complementary.We should further promote trade and investment liberalization and facilitation and transform our comparative strengths into economic strengths by deepening cooperation.We are at similar development stage with overlapping or complementary industrial structures.We can match our industries to extend the industrial chain and deepen cooperation in upgrading traditional industries and cultivating emerging industries.Regional economic integration is the main trend of our times and regional cooperation boasts enormous potential.We should carry out close exchanges to advance regional cooperation.三是实现持久合作。合作越持久，成果越丰富。发展中国家合作的有效机制还不健全，应加快建设步伐。国之交在于民相亲，我们要发扬传统友谊，深化人文往来，尊重文明和文化的多样性，在科教、人才、文化、旅游、卫生等领域加强交流，在民生改善、生态环保、可持续发展等方面拓展合作，巩固合作的民意基础。
Third, we should sustain our cooperation.The longer the cooperation, the more productive it will be.An effective mechanism for cooperation between developing countries is not yet fully established and should be built at a quicker pace.Amity between the people holds the key to sound relations between states.We need to carry forward our traditional friendship, deepen people-to-people exchanges, respect diversity of culture and civilization, promote exchanges in such areas as science, education, human resources, culture, tourism and health, expand cooperation in improving people's livelihood, protecting the eco-environment and promoting sustainable development so as to consolidate popular support for cooperation.在变革调整的世界中，无论发达国家还是发展中国家，都不可能关起门来求发展，也难以独自应对各种风险和挑战。我们既要深化南南合作，又要加强南北合作。推进发达国家与发展中国家的合作，有利于实现资金、技术等优势与资源、市场等优势的互补，促进各自更大的发展，也有利于共同应对金融危机、自然灾害、粮食和能源安全等全球性课题。同时，新兴市场与发展中国家的合作，应放眼国际大家庭，乐见发达国家参与合作、扩大合作。
In a changing world, neither developed countries nor developing countries can seek development behind closed doors, nor can they addre various risks and challenges single-handedly.We need to not only deepen South-South cooperation but also strengthen North-South cooperation, for such cooperation will help developing countries get funding and technologies they need from developed countries and help the latter expand acce to rich natural resources and huge markets in developing countries, thus promoting greater development for all.It will also help countries work together to addre such global challenges as the financial crisis, natural disasters and food and energy security.At the same time, cooperation among emerging markets and developing countries should also be open to the entire international community and welcome the participation of developed countries so that the cooperation can be further expanded.女士们、先生们！
