2015 China Drug Situation Report
The year of 2015 is a year of profoundly implementing the decisions and arrangements of the Central Authorities and comprehensively boosting narcotics control efforts, and is also a year witneing significant changes of the drug situation in China and an uphill battle against drug abuse and trafficking.On June 25, 2015,PresidentXi Jinping, Premier Li Keqiang, and other central leaders met with the representatives of outstanding collectives and the outstanding individuals in the national narcotics control work, and in a keynote speech, PresidentXi Jinping fully affirmed the achievements made in narcotics control and put forward new and higher requirements for effective narcotics control.Mr.Meng Jianzhu, Mr.Guo Shengkun, and other leaders made important directions on many occasions regarding narcotics control, strongly pushing forward the narcotics control work.Since 2015, the appropriate authorities in all regions have carefully studied and implemented a series of decisions and arrangements of the Central Authorities, further innovated in the narcotics control system and mechanisms, improved the narcotics governance systems, reinforced the fundamental safeguards for narcotics control, and staged an upsurge of the people’s war against drugs.The “6-27” juvenile drug prevention and education project and the “8-31” community-based drug rehabilitation and treatment project have been carried out, further raising the drug identification and awarene of the general public, especially juveniles, rehabilitating and rescuing a large number of drug users, and reducing the harm of drugs to
continue to expand, and narcotics control work will be under tremendous preure and be faced with grave challenges.In terms of drug abuse, several features could be noticed, including the decreased percentage of theheroin and opiate users, the increased percentage of synthetic drug users, and drug using broadly covering different ages, various educational levels and diversified occupational groups.First, more drug users are identified.In 2015, a total of 1,062,000 persons with drug using behavior were identified and punished nationwide, including 531,000 newly discovered drug users, up by 20% and 14.6% respectively on a year-on-year basis.Of the 531,000 newly discovered drug users, 17.4% were opiate abusers, including heroin abusers accounting for 14.6%;80.5% were synthetic drug abusers, including “ice” and other ATS abusers accounting for 73.2%;and 2.1% were other drug abusers.Second, the ages of drug users are noticeably lower.Of the current 2,345,000 drug users nationwide, 43,000 or 1.8% are under the age of 18;1,422,000 or 60.6% are at the age of 18 to 35;870,000 or 37.1% are at the age of 36 to 59;and 11,000 or 0.5% are at or above the age of 60.Third, there is clear diversification of the groups of drug users.Of those drug users with their
Triangle” heroin and “ice” tablet accounted for 93.8% and 87.9% of the total amounts of heroin and “ice” tablet seized within China over the same period respectively, and “Golden Crescent” heroin accounted for 2% of the total amount of heroin seized within China over the same period.In 2015, nationwide, 70 cocaine cases were solved, with 97.7 kilo cocaine seized, involving nine provinces of China.By the end of 2015, 202 cocaine abusers had been discovered and registered cumulatively, and cocaine users were identified in 18 provinces of China.Second, as to domestic sources, the domestic manufacture of crysta “ice” and ketamine remains prominent, and in 2015, 79 tons of domestically manufactured drugs were seized, accounting for 77.3% of the total drug seizure nationwide.Illegal manufacture and smuggling of new psychoactive substances are gradually expanding from the “Yangtze River Delta” to other regions.Illegal sporadic planting of poppy exists despite persistent prohibition, and homemade heroin remains found in some areas.With the increasing domestic and overseas demand for raw materials and compounding in drug manufacture, the illegal production of and trafficking in substances for drug manufacture become more prominent.In terms of drug trafficking, the drug trafficking and smuggling remains serious nationwide.Drug trafficking groups and networks emerged in certain regions, with a noticeably increase in big drug trafficking cases.Meanwhile, drug trafficking on the Internet and through logistical and expre channels, the outflow trafficking, and drug trafficking by special groups
seized, more than 65,000 pieces of information related to drug violations were sorted out and investigated, 832 drug related websites were shut down, 5,768,000 drug-related meaging accounts were closed, the appropriate authorities were notified regarding the ceation of resolution of 529 domain names of websites suspected of drug-related violations, and the industry and information technology departments were notified regarding the blocking of 1,471 overseas websites suspected of drug-related violations.Forth, there is a marked increase in the number of major drug trafficking cases.In 2015, nationwide, 5,834 drug trafficking groups were destroyed, up by 18.1% on a year-on-year basis;and 1,139 Ministry of Public Security target drug cases were solved, with 16,000 criminal suspects arrested, up by 54.6% and 51.8% respectively on a year-on-year basis.5,588 cases nationwideeach with the amount of seized drugs measured by kilos were solved, including 1,292 heroin cases, 1,582 crystal “ice” cases, 1,350 “ice” tablet cases, and 407 ketamine cases.Fifth, drug trafficking by foreigners has occurred from time to time.In 2015, 1,491 drug crime cases involving foreign offenders were solved nationwide, with 1,927 foreign criminal suspects arrested and 13 tons of drugs seized, involving 39 countries: for example, Myanmar, Viet Nam, Nigeria, and Pakistan.Among them, 122 were cro-border Ministry of Public Security target drug cases, with 1,287 suspects arrested and 9.4 tons of drugs seized, up by 27.1%, 41.6%, and 4.3% respectively on a year-on-year basis.In 2015, China received 202
