国际青年日:潘基文呼吁向青年提供充分的教育、就业机会(1:17)
8月12日是国际青年日。今年国际青年日的主题是--“可持续性:我们的挑战。我们的未来”。潘基文秘书长发表致辞指出,当今世界面临相互关联的多重危机,其严重、深远的影响对青年的冲击尤其显著。请听联合国电台记者李茂奇的报道。
潘基文指出,对生活在发展中国家的绝大多数青年而言,非正规、无保障和低工资就业是通常发生的情况。统计显示2007年,青年占世界劳动适龄人口的25%,却占失业人口的40%。而全球经济下滑意味着,在短期内,青年失业率将继续攀升。
潘基文指出,气候变化使世界各地的青年人承担了不公正的“生态债务”,但他们可以为减缓和适应气候变化的辩论做出贡献。他表示,青年往往是创新技术的促进者和使用者,他们应该获得更加充分的教育、就业、健保和公共服务的机会。
1999年12月17日,联合国大会接受了在葡萄牙首都里斯本召开的青年事务部长世界会议上提出的建议,宣布将每年的8月12日定为“国际青年日”。
International Youth Day is observed on August 12 under this year’s theme of “Sustainability: Our Challenge and Our Future”.UN Sectary-General Ban Ki Moon points out in his speech that in today’s world we are exposed to crises that are interlinked.It is obvious the youth acro the world are subject to grave/grim and far-reaching impact of this interlinked crises.UN radio reporter Li Maoqi has more.Ban Ki Moon claims, informal work, job insecurity and low pay have become the norm for most of the young people in the developing world.Statistics showed that young people accounted for 25% of the population at working age in 2007, but as much as 40% of the joble were young people.The economic receion means that for a while the unemployment of the youth will keep rising.According to Ban Ki Moon, climatic change is burdening the young people with disproportionate ecological debts.But the young people can contribute to the debates about climate change mitigation and adaptation.He points out that the young people are promoters and users of innovative technologies, therefore they must have easier acce to better education, employment, health care and public services.The UN General Aembly embraced the suggestion put forward at the International Ministerial Conference on Youth Affairs held in Lisbon, Portugal on December 17, 1999 to designate August 12 as International Youth Day.国际青年日致辞

Today’s challenging social and economic environment warrant a special focus on youth.Eighty-seven percent of the young people aged 15 to 24 live in developing countries.The global economic crisis has had a disproportionate impact on young people;they have lost jobs, struggled to find even low-wage employment and seen acce to education curtailed.As economies slowly begin to stabilize, the needs of young people should be paramount.这既是道义的需要,也是发展的需要。而且,这也是一个机会:因为年轻人朝气蓬勃,可以激活疲弱的经济。我经常从我在世界各地遇到的年轻人表现出的善意、才华和理想主义中受到启发。

During the International Youth Year, the United Nations and its youth organization partners will focus on the need to encourage dialogue and understanding acro generations, cultures and religions.In a world in which different peoples and traditions are coming into closer, more frequent contact than ever before, it is crucial that young people learn how to listen intently, empathize with others, acknowledge divergent opinions, and be able to resolve conflicts.Few endeavors are more important than nurturing these skills, and educating young people about human rights, for in them we not only see the next generation of leaders, but also crucial stakeholders of today.Let us also recognize that older generations themselves stand to learn a great deal from the experiences and examples of young people as they come of age in a world of accelerating interconnectedne.在发起国际青年年之际,让我们承认并庆祝年轻人为建设一个更安全、更公正的世界所能做出的贡献。让我们加强努力,让年轻人参与有利于他们的未来和我们的未来的政策、方案和决策进程。
As we launch this International Year, let us acknowledge and celebrate what youth can do to build a safer, more just world.Let us strengthen our efforts to include young people in policies, programs and decision-making procees that benefit their future and ours.
