城镇化论文：莱西市新型城镇化发展研究
【中文摘要】新型城镇化就是推进城镇化由偏重数量规模增加向更加注重质量内涵提升转变,由偏重经济发展向更加注重经济社会协调发展转变,由偏重城市发展向更加注重城乡一体化发展转变。加快推进新型城镇化,进一步优化城镇空间布局,提高城镇综合承载力和辐射带动力,是深入贯彻落实科学发展观,加快打造现代化绿城水乡的重要战略；是进一步转方式、调结构,最大限度激发内需活力,推动经济平稳较快发展的持久动力；是在更宽领域、更深层次、更高水平上优化经济、社会、区域和城乡结构,加快区域、城乡一体化进程的迫切要求。全文共分为五部分：第一部分,交待问题提出的背景,介绍和评价了目前国内关于此课题的相关研究,并在此基础上提出本文的研究思路和方法。近年来,我国在经济社会发展上取得了巨大的成就,但是经济发展不平衡,城乡二元结构凸显、贫富差距扩大、生态环境恶化等因素严重制约了我国的综合发展质量,可持续发展动力不足。在这样的状况下,响应国家新政策,追踪国际前沿城市发展理念,积极探索我国新型城镇化发展的理论和实践,意义重大第二部分,莱西市各镇(街道办事处、开发区)城镇化水平比较。通过对莱西市各镇(街道办事处、开发区)的经济、文化等方面的差异做比较分析,分层级分析莱西市各镇(街道办事处、开发区)当前城镇化发展水平。第三部分,具体分析了目前莱西市城镇化发展面临的问题及困境：第一,城镇发展不平衡。第二,城镇管理水平较低。第三,城镇发展引发的生态等问
题。城镇化使农村富余劳动力转移,是以城市为主,还是以小城镇为主的问题。从中国国情出发,城镇化中接收农村劳动力转移的应以城市为主,城市是农村劳动力转移的重点和主导方面。第四部分,借鉴先进地区经验,城镇化建设比较成功的上海、重庆两市的主要做法大体有：加强思想教育,实现观念转变；高标准统筹规划,加强审议立法；乡镇资费开发,多元投资筹建；下放审批权限,合理掌握用地标准；改进户籍管理办法,允许农民进镇；加快新型工业化的发展；建立统筹城乡一体的就业体制；加强职业教育的发展；建立统筹城乡的社会保障制度第五部分,对于莱西市新型城镇化发展未来的设计路径。莱西市是一个县级小城市,其地理位置、经济发展、文化差异等方面决定了莱西市在发展城镇化的过程中不可能照搬其他大城市的做法,因地制宜,实事求是找出适合莱西发展的路径。主要做法有：优化全市产业布局,完善城乡规划体系；城乡统筹,加快推进城市化进程；创新机制,保障城镇化工作全面推进。共分为十四条具体阐述。
【英文摘要】New-style urbanization refers to that to advance urbanization to transform from focusing on increasing in numbers to pay more attention to upgrade of quality connotations, from streing on economic thrive to lay more emphasis on coordinated development of economy and society, from laterality on urban development to pay more attention to overall development of urban and rural areas.To expedite the advancement of new-style urbanization, further optimize
township spatial layout and enhance township comprehensive carrying capacity, radiating power and driving force is an significant strategy for thorough implementation of theory of scientific development outlook and acceleration on forging modernized ecological cities;constitute a permanent motivation for further transformation of development mode and structure, stimulation on domestic demand force with the maximum limit and promotion of rapid and steady economic development;and will be the desperate requirements on optimizing economic and social structure, region and urban-rural structure and expediting regional integration and integration of urban and rural areas with a more wider domain, deeper and higher level.The whole paper is divided into five sections:In the first section, put forward the background of research subject, make an introduction and evaluation on correlative studies on the subjects at home and abroad currently and present the research ideas and approaches on that basis.For the past few years, our country has witneed the enormous achievements in economic and social development.However, the uneven economic development, prominence of dual structure of urban-rural areas, continuous widening gap between the rich and poor and deterioration of ecological
environment has severely restrict the country comprehensive development quality.The motivation for sustainable development is desperately insufficient.Under such situation, it is significant to response new policy of the country, pursue development concept of international leading-edge cities and proactively explore theories and practices of domestic new-style urbanization development.In the second section, make a comparison on urbanization level among townships in Laixi(subdistrict office, development zone).Through the comparative analysis on the distinction in terms of economy and culture among townships in Laixi(subdistrict office, development zone), analyze with separate gradaiton the current urbanizaiton level of all townships in Laixi(subdistrict office, development zone).In the third section, problems and dilemma that current Laixi urbanizaiton development confronts will be analyzed concretely.First and forement, uneven township development.Secondly, low township management level.Thirdly, ecological problems triggered by urbanization.The surplus rural labor forces should transfer to whether cities or small towns due to urbanization.Proceeding from national realities, cities should be main areas to undertake rural labor force transformation during the proce of urbanization and
focal point and predominance for such transformation.In the fourth section, draw on the experience of advanced regions.The major measures to draw on the experience of Shanghai and Chongqing for succeful urbanization construction include:strengthen ideological education and promote concept transformation;high-standard overall planning and intensify deliberation and legislation;township financing and diverse investment;transfer powers of examination and approval to lower levels, criteria of land use appropriately;improve administrative measures on household register, permit peasants entry into towns;expedite thrive of new-style industrialization;establish employment mechanism with combination of rural and urban development;strengthen development of vocational education;set up social security system with combination of rural and urban development.In the fifth section, future design path for Laixi new-style urbanization will be focused on.Laixi is a county-level small-scale city.Its geographic location, economic development level and cultural distinction have determined that Laixi cannot copy other metropolitan thoroughly in the proce of urbanization.Conform to the local conditions practically and realistically is an appropriate path for Laixi
